Training Software OLS / BOATN: Australia's First Online Boat Licence Training
The Courier-Mail reported OLS as Australia's first online boat licence training in 2014. TPR Media developed the platform and worked with Transport and Main Roads and Maritime Safety Queensland on online theory delivery, trainer workflows and upgrades.

Working with TMR and Maritime Safety Queensland
Making boat and personal watercraft theory accessible online required more than moving classroom material onto a screen. TPR Media worked with Maritime Safety Queensland (MSQ) and the Department of Transport and Main Roads (TMR) around the OLS / BOATN platform, including online delivery quality, product upgrades and alignment with BoatSafe requirements. The project needed to make learning more accessible across Queensland while keeping online preparation, practical assessment and licence administration clearly separated.
Our approach
Designed and developed the Brisbane-built online theory platform, with trainer dashboards and student-progress tools to support consistent learning across independent training providers.
Worked directly with MSQ's BoatSafe team and TMR on platform briefings, ownership transition and product upgrades, including input into expectations for online theory delivery.
Built learning and administration workflows around theory progression controls, student testing data for trainers, swim and medical declarations, renewal reminders, practical bookings and post-assessment feedback.
Continued developing the platform through OLS upgrades and the later BOATN brand, supporting learners and trainers across coastal, regional and inland Queensland.
Kept responsibilities clear: OLS Pty Ltd operates the platform; independent BoatSafe providers deliver practical training and competency assessment; TMR administers marine licensing. The software supports that pathway rather than replacing assessment or issuing licences.

Australia's first online boat licence training
On 30 June 2014, The Courier-Mail reported the OLS launch as Australia's first online boat licence training, explaining that Queensland had become the first state to allow online theory training for boat and jetski licence applicants. Its report named Scott Nelson, Simon McKnight and Tim Nelson as the people behind the platform and described development beginning around six years earlier. Boatsales followed on 3 August 2015, reporting OLS's pioneering Queensland online-theory approach while making clear that practical assessment still took place on the water with accredited providers. This coverage documents the platform's early history; TPR Media's work with MSQ and TMR forms part of our experience delivering software in a government-regulated environment.
